Neuman, Lynn, Johnson, and Keller:                                                                                              
                                                                                                                                
     Opposing the proposed designation by the National Marine                                                                   
     Fisheries Service of 3,000 square miles of upper Cook Inlet, the                                                           
     mid-inlet, all of the inlet's western shores, and Kachemak Bay as
